Windows Movie Maker is an application available from Microsoft that can help you make custom movies. Also you can add picture/slides to your movie using this software. You can read more about Movie Maker and how to dos from the below link:

On Windows 10, there is now the Photo app as a replacement for Windows Movie Maker. To start it, do :
Once opened, choose Video Project to start creating your video.
