Computer won't work?

When I turn on my computer, all the fans run at 100% and it just hangs there, never going any further. I recently upgraded my computer in order to fix this problem, but upgrading the video card and power supply did nothing. I have already tried switching the RAM to see if it's that, but that also did nothing. I have no loose cables and the video card is seated properly. Before when I had this problem sometimes it would start up, but now it will not. Wjat is wrong with my computer?

hi,
try to reset your CMOS.
to do this, unplug your mains cable, remove the CMOS battery on your motherboard, find the CMOS jumper and short it for 5 seconds. then, put the battery back in the motherboard, plug the computer and boot.
note that you will need to set the clock again.
