Can't download adobe flasher/reader thru my samsung tab3

I have been trying for weeks on how to dwnload adobe flash without any luck. I have a new Samsung Galaxy Tab3, my mobile ph doesnt allow auto dwnlding with adobe. I have to go to chrome, followed the instructions. It said its dwnlded, but when I tapped the adobe icon, it kept giving the same message, my ph is not allowed/capable to dwnld adobe.

Plus what I hate most, is forcing me to sign up as member(for future solitation) before I you let me ask the question. An invitation instead of must sign now before asking questions. Sure its free, but its a never ending ads, selling, etc.......newsletters.......after signing up. They all say they wouldnt give your name to anyone, but they ALL do. I am takling from experience. If you can help me, it will be appreciated.
