I'm thinking you need to reformat the drive and re-install Windows.

How can I reformat when I can't click on boot options or enter the BIOS the keyboard is not been recognised at all... Its a wireless Logitech.

Well your going to need a wired keyboard then. If you computer has a PS/2 keyboard connector I would use that since even a USB keyboard night not be detected.

I got it working, the keyboard. I reformatted my PC and done a fresh install of xp. Now its booting no errors but my CPU is running at 100% all of the time in task manager. Its a brand new installation and iv scanned for malware viruses all that but its showing as clean as can be!
Anyone know what could be causing this? And how I could fix or what to do about troubleshooting how to?

Open Task Manager to check which exe to occupy CPU. And close any one of the exe to test.
From your description, you can uninstall minitool and reinstall.
