This is usually found in applications - like Skype will have a "test your webcam" button somewhere. Also an application like Paint.net have an option to aquier an image from a camera. that might be an answer.
Also some chat rooms on the web have webcam possibilities. You could try such a site and see if it works on there. Beware, though - some of these sites show other webcam userss and you may get to see things you didnt really want to see!
