Can't boot with IDE primary master and primary slave hard drives

Hello
I would if you could give me some advice . my computer is saying I have no Can't boot with IDE primary master and primary slave hard drives ,I went into bios they was switched off. how do I put them on . my computer is in a loop switches on say restart normal windows .I press return and it restarts again .
Please Help I would be very greatful

Have you recently added the new hard drive? iIf so is it on the same line as another IDE device? Have you set the jumper on the drive to make it a slave drive? The jumper is normally a little shorting thing (usually looking like a bit of black, blue, or red plastic about 1mm by 2mm and when in place is among by a double row of pins - next to where you plug the IDE cable into).
