Unknowen virus on my computer

Hello,
If you can please reply as soon as you can.
Here is my problem.
First of all I have a virus that slows down my computer and won,t let me download an anti-virus and if I manage to get one and come to install it it says that windows instaler has stop working.
Things like windows feeds syncrozation has stoped working and various other messages.
Does any one know how to fix my problem.
Please Help

Chose "do a scan and a logfile", and send the log here please.

I can't downoad it because of the virus.I tried but no.

No I press on save and it does nothing.
I just relized I have the program but it does not do anthing when I open it.
