Hello Nicholas,
Follow the steps below, hope these will help you
Start>control Panel> Performance and Maintenance> Computer Management> disk management - Find the disk/drive, click on it,
Right click on the disk/drive you will see the options " New partition or Format"
Choose the desired file system( NTFS for larger drives)

format j:/q (enter )
y (enter)
