Can't run any websites or run Google chrome

Hello,
I'm Mistic and my laptop is really bad. I can't run any websites or run Google chrome when I try to run something on internet explorer it will go to the website it just won't load anything and will be laggy and when I try to run Google chrome it doesn't even load or come up please help me
