You could try out this guide: https://ccm.net/faq/4214-how-to-disable-write-protection-on-a-usb-key
If that doesn't help you could also try formatting on a different computer, to see if the same thing happens, or try some of the formatting tools which some manufacturer's offer for their USB flash drives and memory cards.
