There is no such thing as "Free wifi" - Someone is paying for it.
Who does the wifi belong to?
It's been a year since you last connected..
do you not think it's possible that a property has changed preventing people to use this wifi?

might be it was a printer network first check whether it is a free wifi zone or else it could be registered to mac addresses from the users
