Dell GX620 boots streaming numbers

Dell gx620 windows 7, start 4 indicator lights flash, three stay on, the screen starts streaming numbers, filling the screen, moving from bottom to top, vertical bans of color, numbers are moving fast as if it was data stream. What would cause this type of boot malfunction?

Might be caused by a malfunction of the video chip. Probably needs the motherboard replaced.
