Dvd Disc Problem

Hello,
i recently got an video dvd disc.though its loaded when i insert that disc in my drive & goto my computer and when i click on that drive it shows "disc is empty" i get the same error when i tried to copy it in nero.but when i open Powerdvd it plays the disc fine without any error.which software is used to create such copyrighted dvds ? please help
