No icons on dell desktop

Hello,

I have a problem desktop jus show the background and no icons or start menu but wen I go to task manager is dnt wana relaunch explorer wen I do it via new task and it dnt wana right click on da screen it dnt wana open no files in task manager wat do I do

From when this problem start occurs? Did you install any software or hardware prior to the issue?

Wen I start up the pc it shows windows Xp and syetem restore I tried system restore but it prompt me a error so where do I find safe mode

Started this morning it was fine saturday still and i havent loaded nothing becoz its a work pc jus for work?

Start System Restore from a command prompt
