How do i get the sales tax to pop up???

It would depend on exactly what you want.
Here is what I would do so that you have all of the information visible
Create another sheet that lists all of the cities and their specific tax rate.
Go back to sheet1, and insert a column beside your city and apply a Vlookup to search on sheet2, and then show the specific tax rate to be applied. then, where ever you need your final total to be, apply a formula using that specific tax rate.
