Stupid computer

Hello,
My computer is on and all plugged in... tower makes usual noise fans going.. monitor comes on and blue screen with philips comes up... then it goes black with 99 in bottom right corner and the it says no video output and goes into sleep mode... its a phillips monitor and has windows 7 or 8... can someone please help... ive tried holding power button whilst the power cables out and ive tried control alt delete and ive tried the f8 thing but nothing

It appears the BIOS detects an un-reportable error and can't start Windows. You will likely need the help of a good PC Tech to resolve the problem.
