HP L1908w monitor turns on/off every 2 seconds or less

First of all,I'm not very good with computers.
So,My Hp l1908w monitor has some troubles,it's very old,I had it for like 8 years or more. As I started my computer ,this issue showed up,so basiclly my monitor just keeps going on and off every 2 seconds which give me a slight view of the desktop which means i can't use it anymore.even after I shut off the pc, the monitor still goes on and off until I unplug it,I need some help,can It be fixed or is it roasted and I should get a new monitor

anything can be fixed. But, the question is "is it cost effective" to do so. I suspect you need to replace the monitor.
