Glennzip,
Have you been using two monitors lately? What you describe me seems like a secondary monitor issue. Have you tried booting in Safe Mode? The issue persists?
Could you try using the CTRL+ALT+DEL combination? Search for the explorer.exe process. End it and from New, add new Task, writing explorer.exe in the line. Check if something has changed.
