Icons missing from desktop and programs won't start

Hello,

So every time I start my PC after leaving it off for a while (about another over an hour) I run into the same program. Icons are missing from the taskbar, icons for shortcuts and folders on the desktop appear blank, and when either icons are clicked on nothing happens. Restarting fixes this problem and it all goes back to normal but what is causing it? It's a real inconvenience to restart it every time.
