Fill color other fields based on start date and number of weeks

Hello,
I would like to add the color to other fields based on the start date and number of weeks fields.
Ex: In the attached xl, for instance, for row 3 the start date has the value '7/13/2016' and weeks is 3. so we need to fill the color for the fields in July month from 2nd week to 4th week and if the week value is 4 then we need to fill the color for the fields in july month from 2nd week to 5th week etc.
can you please let me know how to create the rules for this, as im pretty new to this rules could not able to do it in xl.
