PC fans Power up but doesn't boot

Hello, I have been replacing parts (except case) and the fans come on but no boot. I have been replacing them 1 by 1 after I had problems with memory and HDD. I was wondering if I should pay attention to any particular area. I just checked connections and except for the +4 power plug everything looked good. My setup is as follows:

Phenom ii x2 570
Gigabyte GA 970 gaming sli
WD 2tb HDD
DVD burner ×2
EVGA 850 BQ
Gigabyte R7 370 video
Gskill Ballistix Tactician 8gb DDR3 1600

As you can see,if I can get thisrig going I should be able to play just about anything at decent frame rates. Thanks for your help.

Take everything out, but the fans, the CPU and try to boot. does it beep? If so, it is probably saying no RAM. Place 1 stick of ram in and try to boot. Continue as you have until you add something in and it doesn't boot. Then you know what is causing the issues!
