Excel 2007 - deleting multiple rows

Hi - I'm hoping for some help in deleting rows in a worksheet.

I have data that is imported from a database into Excel.
I want to:
1) Delete rows 1-13 on worksheet A. (there are 2 other worksheets but I don't use them)
2) Find all rows that are highlighted in blue and delete them (these are separators that would mess up my sorting and I don't need them. They come in with these cells filled with the color R 204, G 255, B 204).
3) Find all rows that have the text "District" and delete the entire row.

One other issue: once I delete rows 1-13, the new row 1 will have the column headers in that blue color. I don't want to delete this new row 1, only all rows after 1 that have that blue color.

Is there any other formatting color beside blue?
