my acer aspire s3 will download but will not open or install anything . when i try to open the new download it gives me an error report saying it cant open it

Downloading has nothing to do with your Acer Aspirer but with your internet connection and browser. Opening a downloaded file depends on your operating system and the programmes you have installed.

What is it that your operating system?

What is your browser?

What are the files you have downloaded that you can't open?

Its not the internet connection that's fine.The laptop is saying that package manager is not insataled it gives me an error window saying something about my priorities are broken or something like that and it won't let me install or remove anything
