Getting 700kb/s MAX download speed

Hello,
New person here guys i am really struggling please help. i have replaced every phone/internet wire under my house and called my isp over 30 times in regards to having max download speed at 700kb/s. they have told me all the lines are fine and i should be getting 6mb/s when i do a speedtest this is what it sais on my end aswell. every game i try to download it maxes out at 700kb/s pls help me i feel as if isp is ripping me off or could there be something wrong with the router? this has been going on for years i have tried everything
