Can't start windows 7 Closed

Hello, 
Power light comes on but no monitor or blue HDD light. Mouse light comes on but screen  blank.


System Configuration: Android / Chrome 64.0.3282.137?

Well, is this a Laptop?  Desktop?  Blade server?

Because you mention monitor, and not screen, I am inclined to ask if the monitor is plugged in?  If you press the OSD (on Screen Display), IE menu button, does the monitor respond with a built in menu?
