Windows installer stopped from system config

Hello,
I have Windows XP SP3, the problem is that when I try to install any software or any game, the message says as normally "preparing to install" but then the process does not continue normally a message appears that says" Windows installer service could not be accessed this may occur if the windows installer is not properly installed" I have downloaded windows installer from the internet and reinstalled it but it did not work for me. The windows installer has been stopped in system config, and I have tried but could not enable it. Please some body help me with this issue, as it has been troubling me for more than a week.

You will have to install windows installer to fix this problem

I've tried all suggested solution and at the end I've tried this:
turn windows in safe mode-->restart-->press F8 when computer starts
at start open RUN box-->type msiexec / regserver-->OK
This helped me, maybe it will help some1 else too
