Well i have a gmail account that is missing due to the format of my device and i can not remember my password or create account but i have my phone number and the verification code arrives but i can not restore it

Speaking to a Gmail person is impossible. Gmail does not offer that possibility.
Before you formatted your phone, did you logout of your Gmail account?

No I have not logged out but I have changed my device and I know the device name and where I always sign in. The account is confirmed by my phone number and the code arrives but I can not retrieve it. Can you help me know the date of creating my account?

No, I cannot help you with the date you created the account, if you can't answer the question, click on "ask another question".
You said that you have received a reset code, where was it sent? The only way to connect to your account is to use the code to reset your password.
The reason you are having difficulty is because you have not logout of your account; it's as if it is still open hence, you cannot connect with a different device, like you cannot connect with two different devices at the same time.
Perhaps if you try to reach your account with a computer ???
