Blue screen not bsod unusual

I messed up with com settings in some permissions.now my pc shows blue windows startup sceen after welcom with the "windows ultimate 7" screeen .
I couldn't get into safe mode.nor system repair .nothing!!!!!
Pls help me i nedd my pc i dont want to format pls help pls!!!!

Put the windows disk in the DVD drive, and REPAIR from the disk!
