How to repair a damaged file.pdf?

I received a letter with the application in PDF file format. When I tried to open the PDF file, it shows an error message that says "format Error: wrong PDF format or file is corrupted" Then, I tried to open mine .pdf in other tools for .pdf files but they again showed the same error message.
