Im so confused

Hello,
i have a dell laptop.
and im having many difficultys
firstly i would like to point out that everytime i manage to start the laptop it goes onto a blank black screen.
where it tells me if i would like to put my laptop on safe mode. after that stage it goes onto a blue screen where you would normally go straight to your windows where all your programmes are. but before that it just says please wait.
iv been waiting for more then 30mins and im gettin very frustrated.
that somtimes i have to shut the whole thing down and it will do the same thing all ova agen
but if im lucky it will go onto the user bit where i can put my password in.
and when i get onto my desktop, i cant seem to do anyfing .. becoz if i click on somthing it jus freezes and it wont do absoultly anything.
please will somewon help me.
im really sad and iv got so much c/w to complete before the end of the week!
