Hi Sunshine,
It's no longer possible to download or save pictures from the web because most pictures are copyright.
Using a computer, you could cut and save the picture and send it to your tablet.

A bit late to the comment but there is a second option.
When you find a picture that you want to use as a background but can not seem to save it, take a screenshot. Once you take a screenshot you will have the option to edit the picture (i.e crop the picture to your liking) then you can save the picture to your collection. From there set the picture as your background just like you normally would do.
