No tools icon at all

Hello,

I know the wrench icon has been replace with three dots/bars in the upper right corner of the window. Unfortunately, I don't have the dots/bars showing, either. How do I get them? Thank you!

Open Chrome. In the address bar type :chrome://settings/

Scroll down to the bottom, and reset all defaults. Post back!
