Ok, well, what operating system is it? When was the last time you applied updates? Does the hard drive need to be defragged? Is it the only program running or are you also listening to music or watching a video?

I agree, ypur pc meets requirements, but there are so many variables!

How many free programs have ypu installed on it? If you run sfc /scannow, does it fond any integrity issues?

64 bit windows 10?
Remove all of the free software and all of their compinents. good luck wirth that. More than likely if you look at your resources, One, two or more of those free programs are running in the background stealing resources from the system.

Thank you
Creating a command line and setting it to your GTAIV Directory - this helps.

Create a text file to your gta directory and name it to "commandline.txt" (no speech marks)

Paste the bottom code into the commandline and save.

-nomemrestrict -norestrictions -minspecaudio -noprecache -safemode
