Mobile error message

Hello,
I am using Samsung guru music 2. In this mobile i am unable to call through BSNL sim. It is showing error msg "you can't withhold your number, check call setting".
But incoming is ok.
What to do ?

Remove the withholding service from your sim number.
Withholding is a service in which the receiver will not be able to see your phone number on his/her mobile screen.
