Hi,
You can reinstall Play Store by downloading it as an APK file from the Internet.
First of all, go to Settings > Apps > 3 dots > Special access > Install unknown apps and allow your browser to use this option. For example, use Chrome.
Open Chrome and download the Google Play Store APK file from this link (CCM). Once downloaded, start the installation and it will be back on your phone.
Then, you can disallow the use of the Install unknown apps option.

Where is the apps in settings?

You should see it when you open the settings. Look for the "Apps" / "Applications" / "Apps & notifications" section. If you can't find it, try using the search box. Alternatively, try searching directly "unknown apps" or "unknown sources".
