Hello,
You will need to install your webcam driver,
Then just set the webcam to your windows live messenger
Click on Tools, Audio and Video setup
Just choose your webcam there

Please try asking this question in the Fedora forums where they probably have a lot of experience with this issue

Also it might be worth trying copying that same question into a general linux forum such as

which is dedicated to answering linux issues.
I haven't used fedora but they all work in very much the same ways so i would start by opening up their "package manager" and then use that to search for the camera's model. There's probably a few packages aimed at that type of camera. In Ubuntu the favourite one is "cheese" for still photo's but Fedora might have a different favourite. Also i thought you might find these guides helpful
