Can't get past the sign on screen to install

Hello,
my desktop was in a house fire a couple of years ago. The keyboard and the mouse were sent back from the cleaners not working. I have not turned on the desktop in the 2 years I have had it back. Now that my laptop is getting so old I decided to go back to my desktop. I bought a new keyboard and mouse but when I plug them in I can't get past my sign on page to install them...any ideas?

Hello,

I am sorry to tell you that it's better you format the computer and re-install a fresh windows,

Then you will be able to use the new devices
