System Problem

Hello,

My dell laptop (windows xp) comes on and run its normal booting but all my icons on the desktop never come up, rather I have this "the application or DLL c:/WINDOWS/system32/wininet.dll is not a valid window" popping up on whatever i tried to do. Meanwhile, I could gain access into my task master (ctrl, alt and del) but the restore didnt work; nothing could be loaded or run from there. Kindly advice me.
