Creating macro for a share drive tracker

Hello,

We have a share drive which can be accessed by our UK and India business teams.
We have an excel spreadsheet on it. It is a tracker on which both UK and India teams updates their comments in cells.

This is a shared file and Now we are facing a big problem.
Someone from the UK or India team is deleting the comments from the tracker and because it is easily accessible on share drive, we are unable to trace that culprit.

We have tried the read only, password protected feature and also the track and highlight changes feature in this excel tracker but all in vain as it is not tracking it correctly.

Now I want to create a macro in VB which can track the system date and time, user name logged in, changed cell and changed text or comments on a separate sheet either in the same workbook but preferably on a different location in the same share drive... and we want to give that tracker sheet a password to read and modify so that only business leaders and managers can open it, and nobody else.

Could you please advise me how to write this macro. IF a sample macro could be provided in a spreadsheet on my email at sifyboy_1985@sify.com, that would be really helpful.
