Can't install recovery oper cd blue scren fro Closed

Hello,
hello guys. I have a frozen blue screen that does not allow my mouse or keyboard to function. The frozen blue screen has a message that says: Stop: c0000135 unable to lacate component 
this application has failedto start because  kernel32.dll was not found. re-installing the application may fix this problem. 
Could you please help.
The blue screen is frozen and when I tryed a cd recovery operating sistem, the screen did not open. Still frozen.

Hello there,

I will advise you to restore the system,

To do system restore please try this:

Press Start, All Programs, Accessories, System Tools ----> System Restore Open it and then select a date when your computer was working fine

then press next Let the process to be done 
Restart your machine normally 
This will solve the problem
