MSN Web cam issues

Hello,
can anyone PLEASE help i am having major problems with sending my webcam on MSN, when i do it fires up ok but when the other person accepts it says they have declined it, if i try and send video call the chat window goes nuts....stops responding, flashes etc etc, also i cannot see any of my contacts pictures....am i doing something wrong i have tried EVERYTHING i know please someone HELP !!!
I have version 2009 BUILD 14.0

Dear Sir,

This is some bugs which occur with the new version of Windows Live Messenger!

I will advise you to remove it and to use the 8.5 (2008 version)
