Because it IS blinking. A CRT is being refreshed periodically. A computer graphics card will often have an option to change the refresh rate. 60 Hz is the lowest setting you should use. At that setting some people can readily see the flicker while others don't see a problem. The CRT limits what settings you can use on the computer. LCD screens don't normally have this blinking problem. It you want more information Google "refresh rate".
