How do u install JavaScript

Hello,
My computer tells me that i need to install JavaScript to view my homepage. It wont let me into my emails, facebook account or anything, and when i tried to download JavaScript it said my security settings wont allow it. Where do i go to change that and what exactly do i do?! Im not very good with computers and this is really irritating me!!
