Wallpaper's the dead end

Hello,
my laptop just wont show anything beyond the wallpaper. even the task manager is somehow disabled. safe mode doesn't help either. tried running avast(home), quick heal and norton through d other login taht has task manager enabled. virus was found, removed yet problem persists. can't even format!
