Only able to boot pc by pressing reset button

Hello, can only boot pc by pressing reset botton, changed battery stripped pc to bare bones to see if any fault of graphic card, ram ect. wondering if it could be power supply, can anyone help.

was getting checksum error system set to default , would only boot when reset cmos , but then had to reset time and date in bios.. but have since found that my pc will boot and post by pressing reset button just below power button a few times then time and date are correct.. this is making me think its a power prob thank you.
