Need help asap

Hello,
I have been given a laptop to try and fix snice i know quite alot of my pcs
but cant sem to fix this 1

when loading up is passes the boot menu and then loads up a black screen with the cursour and thats it

how can i get this into windows, without the cd

plus what would cause this

H i there,

Remove the battery and press and hold the power on button for approximately 60 seconds then attach adapter to it and press on power,as soon as booted,make a safe shutdown and reseat battery.
