Hi,
Frustrating is it not? I had the very same problem! I finally called my ISP customer service. (Note one of the largest ISP in this country). They told me that they had to synchronize the pop downloading; they did while I was on the phone with them. It worked perfect for about two days. So, it had to called every second day or so. I changed ISP and it never happened again.
