Can i restore my system to a factory setting

Hello,how are you guys doing................please i need your help ...............i pray you will be able to help me..................my system had virus ..............so i take it to an engineer ,that he should help me format the system to is factory settings.............then when he does format the system finished ...when i checked the system ,he has format the recovery ..............when i tell him that he has format the recovery........he then help install another window vista to the system......since the system has being i bad shape,the system is now very slow then ever......................please i need your help......can i still get the factory settings again.
