You are just one of the many victims of a scam and scoundrels are making a fortune. I would file a complaint to local authorities: FBI, Scotland Yard, RCMP, etc.
You have a rogue Trojan Horse.
Now there are many of them, from what you described, it is "Personal Security" not another.
Please try this solution, if it does not work, you will need to return to me for further counselling and advice for the wicket will be stickier.
1. Open My Computer and click C:
2. Find Program Files, then Common Files, PSecurityUninstall and Uninstall
3. Run the file Uninstall.lnk
