Hi there,
Please verify the connection cables on board,then if you have a multimeter check the voltages o borrow a power supply and try on your system for confirmation.

unplug all your peripherals, hdd memory etc.
just leave graphics card connected and keyboard.
try booting up now.
do you get any bleeps ?
